Signs include old rubber or fabric-covered cable, round-pin sockets, sockets on the skirting boards, a fuse box with wire fuses, and an EICR that recommends it. An EICR is the way to know for sure.
A full rewire replaces every circuit. A partial rewire replaces the parts that need it, such as one floor or the kitchen. The inspection shows which you need.
New cables are run through the walls and floors first, before any plastering (first fix). The sockets, switches and lights go on afterwards (second fix), then everything is tested and you get an Electrical Installation Certificate.
